लोक कल्याण संकल्प पत्र

भारतीय जनता पार्टी ने 28 दिसंबर 2017, शनिवार को उत्तर प्रदेश में विधानसभा चुनाव 2017 के लिए लोक कल्याण संकल्प पत्र जारी किया है। यह संकल्प पत्र उत्तर प्रदेश में परिवर्तन, विकास एवं गरीबों के सशक्तिकरण की दिशा में भाजपा के संकल्पों और प्रतिबद्धताओं के संकल्पों का एक ठोस दस्तावेज है। इस संकल्प पत्र के माध्यम से भारतीय जनता पार्टी उत्तर प्रदेश की जनता को आश्वस्त करना चाहती है कि जिस प्रकार से माननीय प्रधानमंत्री श्री नरेंद्र मोदी जी के नेतृत्व में केंद्र सरकार द्वारा सामजिक और आर्थिक न्याय की स्थापना, गरीबों के कल्याण, महिलाओं के सशक्तिकरण, युवाओं की आत्मनिर्भरता एवं अन्त्योदय के लक्ष्यों को प्राप्त करने की दिशा में कार्य किये जा रहे हैं, उन्हीं लक्ष्यों की दिशा में उत्तर प्रदेश में भी भाजपा की सरकार काम करेगी। यह संकल्प पत्र घोषणाओं का पिटारा नहीं बल्कि हमारी प्रतिबद्धता का प्रतिबिम्ब है। गत पन्द्रह वर्षों से पिछड़ेपन से ग्रस्त उत्तर प्रदेश को अब घोषणाओं के पृष्ठों की बजाय संकल्पों के ठोस दस्तावेज की जरूरत है, और हमारा संकल्प पत्र हमारे संकल्पों का ठोस दस्तावेज है। पिछड़ापन, गरीबी, गुंडाराज, भ्रष्टाचार से उत्तर प्रदेश को निकालकर, हमारा लक्ष्य एक ऐसे प्रगतिशील प्रदेश का निर्माण करना है, जहाँ जनता की आकांक्षाओं, अपेक्षाओं को शासन की नीतियों के माध्यम से जमीन पर उतारा जा सके। भारतीय जनता पार्टी की सरकार जवाबदेही के साथ अपने लक्ष्यों हासिल करने की दिशा करेगी। हमारा लक्ष्य प्रदेश से गुंडाराज और भ्रष्टाचार को समाप्तकर पारदर्शी एवं भयमुक्त प्रदेश बनाना है। उत्तर प्रदेश की सामाजिक, सांस्कृतिक एवं आर्थिक संपन्नता, जो पिछले कुछ वर्षों से हाशिये पर है, को सुशासन की नीतियों के माध्यम से पुन: प्रतिष्ठित करना है।

हमारा लक्ष्य है कि उत्तर प्रदेश देश का ऐसा राज्य बने जहाँ संवैधानिक व्यवस्था के तहत सबके लिए न्याय के समान अवसर हों, सबके लिए रोजगार के अवसर हों, भोजन, आवास, पेयजल, सड़क, शिक्षा और शौचालय जैसी बुनियादी सुविधाएं सहज एवं सुलभ हों। भारतीय जनता पार्टी ने नौ संकल्पों का जो संकल्प पत्र प्रदेश की जनता के बीच रखा है, उसमे लोक कल्याण के हर बिंदु को व्यापक ढंग से उठाया गया है। संक्षिप्त में इस संकल्प पत्र के बिंदु निम्न हैं।

कृषि विकास का बने आधार

1. कृषि प्रदेश के विकास का आधार बने इसके लिए तमाम प्रयास किए गए हैं। सभी लघु एवं सीमान्त किसानों का फसली ऋण माफ़ किया जाएगा एवं उन्हें ब्याज मुक्त ऋण दिया जाएगा। 
2. गन्ना किसानों को फसल बेचने के 14 दिनों के भीतर भुगतान की व्यवस्था एवं सरकार बनने के 120 दिनों के भीतर गन्ना किसानों के बकाया राशि के भुगतान की व्यवस्था सुनिश्चित होगी। 2022 तक किसानों की कृषि आमदनी दोगुना करने की दिशा में ठोस प्रयास किए जाएंगे। गन्ने से इथेनोल एवं ग्लूटेन फ्री आटा आदि बनाने को प्रोत्साहन। 
3. भूमिहीन कृषि-मजदूरों के लिए बैंक ऋण, सामजिक सुरक्षा के लिए जरुरी दस्तावेज, दीन दयाल सुरक्षा योजना के तहत 2 लाख रुपए तक का सुरक्षा बीमा योजना एवं गौधन योजना के तहत दुधारू पशु उपलब्ध कराए जाएंगे। 
4. न्यूनतम समर्थन मूल्य पर धान खरीदारी की व्यवस्था, सही मूल्य दिलाने के लिए ई-मंडी की व्यवस्था एवं आलू, प्याज एवं लहसून को न्यूनतम समर्थन मूल्य के दायरे में लाने की व्यवस्था होगी।
5. प्रधानमंत्री फसल बीमा योजना का लाभ सभी जरूरतमंद को मिले और हर खेत को सही दर पर बिजली मिले, हर ब्लाक स्तर पर गोदाम और कोल्ड स्टोरेज हो, सभी किसानों को एक नया एनर्जी एफिशियेंट पंप मिले, 3 साल में सभी सॉइल हेल्थ कार्ड मिले, फसलों की नीलगाय आदि से सुरक्षा हो, इसकी व्यवस्था सुनिश्चित की जायेगी। 
6. हर खेत पानी के लिए 20 हजार करोड़ रुपये की मुख्यमंत्री कृषि सिंचाई फंड, बुन्देलखण्ड एवं सूखाग्रस्त क्षेत्रों के लिए इसके अतिरिक्त अलग फंड का प्रावधान, केन बेतवा परियोजना शुरू करने पर काम, 50 लाख किसानों को ड्रिप एवं स्प्रिंकलर सिंचाई योजना का लाभ, तालाबों के संरक्षण के लिए प्राधिकरण आदि को सुनिश्चित किया जाएगा। 
7. 150 करोंड़ से डेरी विकास फंड के तहत 5 वर्षों में दुग्ध क्रान्ति की दिशा में काम, 4 जिलों के समूह में राष्ट्रीय डेरी विकास बोर्ड की सहायता से 1 संपूर्ण डेरी मिल्क प्रोसेसिंग डेरी की स्थापना की जायेगी। 
8. अवैध एवं यांत्रिक कत्लखानों पर कठोरता से प्रतिबन्ध एवं गरीब किसानों के पशुओं के लिए पशु स्वास्थ्य बीमा योजना को लागू किया जाएगा।
9. बागवानी को बढ़ावा दिया जाएगा। 100 करोड़ रुपए की एक योजना से मछली पालन को बढ़ावा दिया जाएगा। 
10. जैविक खेती को प्रोत्साहन, गोबर गैस संयत्रों पर विशेष अनुदान की व्यवस्था, उत्तर प्रदेश को फूड पार्क राज्य के रूप में विकसित करने की दिशा में काम को बढाते हुए सभी छ: क्षेत्रों में फूड प्रोसेसिंग पार्क की स्थापना एवं इस दिशा में ब्याजमुक्त ऋण की व्यवस्था, इत्यादि। 

11. पुलिस में 1।5 लाख रिक्त पदों को, संवैधानिक आरक्षण व्यवस्था का सम्मान करते हुए बिना जाति और धर्म के पक्षपात के, सिर्फ मेरिट के आधार पर भरा जाएगा। विभाग के रिक्त आरक्षित पदों को 1 साल के भीतर भरा जाएगा।

12. साम्प्रदायिक तनाव के कारण पलायन रोकने के लिए विशेष विभाग, पुलिस रिकॉर्ड डिजिटाइज, पुलिस बल में एक विशेष कानून और व्यवस्था विंग, पुलिस बल को आधुनिक उपकरण, भयमुक्त FIR की व्यवस्था, 6 फोरेंसिक प्रयोगशालाओं, अत्याधुनिक ढंग से जेलों को सज्ज करने की व्यवस्था, जेल में बंद गैगस्टरों एवं पैरोल पर बाहर कैदियों पर सख्ती एवं 15 मिनट में 100 हेल्पलाइन की व्यवस्था सुनिश्चित की जायेगी। 
13. एंटी-भूमाफिया टास्क फ़ोर्स का गठन कर भू-माफियाओं की कब्जे से जमीनों को मुक्त कराया जाएगा। अवैध खनन, भ्रष्टाचार के मामलों में स्पेशल टास्क फ़ोर्स गठित कर कठोर कार्रवाई की जाएगी। 
14. ग्रेड 3 और 4 की भर्तियों से इंटरव्यू समाप्त, भ्रष्टाचार पर नियन्त्रण के लिए मुख्यमंत्री कार्यालय की निगरानी में शिकायत करने की व्यवस्था, ई-टेंडरिंग से पारदर्शिता एवं सिटिजन चार्टर से जवाबदेही को सुनिश्चित किया जाएगा। लोकायुक्त क़ानून को मजबूत और प्रभावी बनाया जाएगा। 
15. सबको सुलभ और समयबद्ध न्याय मिले, असामयिक और अनावश्यक क़ानून समाप्त हों ऐसी व्यवस्था की जायेगी। न्यायालयों में कम्प्यूटरीकरण की व्यवस्था की जायेगी।
16.   आगामी पांच वर्षों में 70 लाख रोजगार व स्व-रोजगार के अवसर, प्रदेश की 90 प्रतिशत नौकरियों को प्रदेश के युवाओं के लिए आरक्षित, 90 दिनों के भीतर सभी रिक्त पदों पर भर्ती, प्रत्येक घर के एक सदस्य को मुफ्त कौशल विकास प्रशिक्षण की व्यवस्था होगी। 
17.  युवाओं के रोजगार एवं स्वालंबन के लिए 1 हजार करोंड़ के स्टार्ट-अप वेंचर कैपिटल फंड की स्थापना एवं प्रदेश में देश का देश का सबसे बड़ा स्टार्ट-अप इनक्यूबेटर स्थापित किया जाएगा।
18.  प्रत्येक तहसील में आधुनिक कौशल विकास केंद्र की स्थापना एवं प्लेसमेंट की सुविधा उपलब्ध कराई जाएगी।
19.  प्रदेश के सभी युवाओं को कॉलेज मे दाखिला लेने पर बिना जाति और धर्म के भेद-भाव के मुफ्त लैपटॉप एवं स्वामी विवेकानंद युवा इंटरनेट योजना के अन्तर्गत प्रति माह 1 GB इंटरनेट मुफ्त दिया जाएगा।

शिक्षा क्षेत्र में गुणवत्ता विस्तार

• सभी लड़कियों को अहिल्याबाई कन्या निःशुल्क शिक्षा योजना के अन्तर्गत ग्रेजुएट स्तर तक नि:शुल्क शिक्षा, सभी लड़कों के लिए कक्षा 12 तक तथा कक्षा 12 में 50% से अधिक पाने वाले लड़कों को ग्रेजुएट स्तर तक नि:शुल्क शिक्षा, गरीब परिवारों से आए छात्रों की उच्च शिक्षा के लिए ₹500 करोड़ के बाबा साहेब अम्बेडकर छात्रवृति कोष की स्थापना एवं कक्षा 12 तक गरीब परिवारों से आये छात्र-छात्राओं को सभी पुस्तकें, स्कूल यूनिफार्म, जूते तथा स्कूल बैग मुफ्त की व्यवस्था की जाएगी
• उत्तर प्रदेश में 10 नए अन्तर्राष्ट्रीय स्तर के विश्वविद्यालयों की स्थापना, हर जिले में एक इंजीनियरिंग अथवा पॉलिटेक्निक कॉलेज की स्थापना, सभी कॉलेजों, विश्वविद्यालयों में मुफ्त ‘वाई-फाई (WiFi)’ की सुविधा, सभी सरकारी स्कूलों और कॉलेजों का आधुनिकीकरण, प्राइवेट स्कूलों की फीस व्यवस्थित करने के लिए एक पैनल, प्रदेश के कॉलेज व विश्वविद्यालय में रिसर्च एंड डेवलपमेंट के लिए विशेष जोर, विद्यालय, महाविद्यालय एवं विश्वविद्यालयों की अक्रेडीटेशन (मान्यता) की पारदर्शी ऑनलाइन व्यवस्था, प्रत्येक सरकारी विद्यालय में एक शिक्षक एवं एक कक्ष के न्यूनतम अनुपात आदि को सुनिश्चित किया जाएगा।
• प्रदेश के सभी शिक्षा मित्रों की रोज़गार समस्या को 3 महीनों में न्यायोचित तरीकों से सुलझाया जाएगा 
• उत्तर प्रदेश में एक नए पंडित मदन मोहन मालवीय संस्कृत विश्वविद्यालय की स्थापना की जाएगी। प्राथमिक शिक्षा से योग शिक्षकों को शारीरिक शिक्षक पद पर नियुक्त करके संस्कृत शिक्षकों की वेतन-विसंगति को दूर किया जाएगा। पर्यटन स्थलों पर संस्कृतिज्ञों की पर्यटन गाइड के रूप में नियुक्ति की जाएगी एवं संस्कृत अकादमी को बढ़ावा देने के लिए पर्याप्त संसाधन के साथ एक कार्ययोजना तैयार की जाएगी।

गरीबी से मुक्ति का सपना साकार

• प्रदेश के सभी गरीबों तक बिना जाति और धर्म के भेद-भाव के सरकारी कल्याण योजनाओं का लाभ पहुंचाने के लिए ‘गरीब कल्याण कार्ड’ का वितरण किया जाएगा जिसके तहत ।पी।एल एवं राशन कार्ड धारकों को सरकारी सुविधाओं का पारदर्शी तरीके से हस्तांतरण हो सकेगा। जनधन एवं आधार योजना की नींव पर बनी यह गरीब कल्याण कार्ड योजना प्रदेश के आर्थिक समावेश एवं सामाजिक उत्थान के लिए काम करेगी। 
• गरीब कल्याण कार्ड के जरिये सरकारी व पैनल में शामिल निजी अस्पतालों में सर्जरी, क्रिटिकल केयर सहित सभी प्रमुख स्वास्थ्य सुविधाएं कैशलेस तरीके से प्राप्त होंगी एवं 1 करोड़ से अधिक गरीब परिवारों को बिजली, पानी और शौचालय के साथ पक्के मकानों के निर्माण के लिए गरीब कल्याण कार्ड के ज़रिये ₹6 लाख तक का आवास ऋण रियायती दरों पर मिल सकेगा। 
• इसके तहत न्यूनतम दाम पर कार्ड धारकों को राशन में तेल, नमक, दाल, चीनी, गुड़ आदि उपलब्ध कराया जाएगा। हर जिले में आश्रयहीनों के लिए पर्याप्त रैन बसेरों का निर्माण एवं शहरी झुग्गी-झोपड़ियों के स्थानांतरण एवं पुनर्वास के लिए एक स्पष्ट योजना बनाई जाएगी। 
• सामान्य वर्ग के गरीबों की आर्थिक प्रगति के लिए सामान्य निर्धन वर्ग आयोग का गठन किया जाएगा 
• सभी असंगठित श्रमिकों (ठेला गाड़ी चालक, दुकानों-होटलों में काम करने वाले, घरों में काम करने वाले महिला-पुरुषों, फुटकर हलवाई के साथ कर्मचारी, साइकिल रिक्शा चालकों, अखबार बांटने वाले श्रमिक, इत्यादि) के लिए ₹2 लाख तक का सुरक्षा बीमा सरकार द्वारा निःशुल्क करवाया जाएगा एवं महिला श्रमिकों के हितों की रक्षा के लिए प्रदेश स्तर पर समिति गठित की जाएगी।

गाँव, कस्बा एवं शहरी विकास

• प्रदेश के हर घर में 24 घंटे बिजली, 2 साल के भीतर मुफ्त बिजली कनेक्शन सभी गरीब परिवारों को, सभी गरीब घरों को बिजली की पहली 100 यूनिट ₹3 प्रति यूनिट की रियायती दर पर, पाइप कनेक्शन के माध्यम से सभी घरों में स्वच्छ पेयजल पहुंचाने की योजना, अगले 5 वर्षों में प्रदेश के सभी घरों में शौचालय बनाने का काम, सभी गरीब घरों को नि:शुल्क एल।पी।जी कनेक्शन एवं प्रदेश के सभी महानगरों में पाइप के माध्यम से पी।एन।जी रसोई गैस की व्यवस्था की जाएगी।
• प्रदेश के सभी गांवों को मिनी-बस सेवा के द्वारा शहर से जोड़ा जाएगा। सभी पंचायत कार्यालय भवनों का आधुनिकीकरण, प्रत्येक 4 ग्राम पंचायतों के लिए एक चन्द्रशेखर आजाद ग्रामीण विकास सचिवालय की स्थापना, राष्ट्रीय ग्रामीण बैंक व्यवस्था को सुदृढ़ करने की व्यवस्था एवं भारत सरकार तथा नैशनलाइज़्ड एवं कमर्शियल बैंकों के सहयोग से 25 हजार गाँवों में बैंक शाखाएं उपलब्ध कराई जाएंगी। 
• लखनऊ, नोएडा में मेट्रो सेवा का विस्तार, कानपुर,आगरा, इलाहाबाद, गोरखपुर, झांसी और गाजियाबाद में मेट्रो सेवा आरंभ करने की दिशा में काम, सभी प्रमुख शहरों में वातानुकूलित बस सेवा शुरू करने का काम, शहरों में रिंग रोड, बाईपास, अंडरपास और फ्लाई-ओवर का निर्माण काम, मुख्य सार्वजनिक स्थानों (जैसे बस स्टैंड इत्यादि) पर मुफ्त ‘वाई-फाई (WiFi)’ की सुविधा आदि की व्यवस्था की जाएगी। 
• मथुरा,काशी, झांसी एवं गोरखपुर को जोड़ने वाले चतुर्भुजी तथा ईस्ट-वेस्ट और नार्थ-साउथ रोड कॉरिडोर का निर्माण कार्य, प्रदेश के सभी 6 क्षेत्रों की बाकी देश से हवाई कनेक्टिविटी सुधारने के लिए नए एयरपोर्टों का निर्माण, प्रदेश के सभी 6 क्षेत्रों के मुख्य पर्यटन स्थलों (लखनऊ, मथुरा, वृंदावन, अयोध्या, प्रयाग, विंध्याचल, नैमिशारण्य, चित्रकूट, कुशीनगर और वाराणसी आदि) को हेलीकाप्टर सेवा के ज़रिये आपस में जोड़ने का कार्य संपन्न किया जाएगा। 
• बुंदेलखंड एवं पूर्वांचल के सर्वांगीण विकास के लिए मुख्यमंत्री कार्यालय की निगरानी में बुंदेलखंड/पूर्वांचल दो विकास बोर्डों का गठन किया जाएगा।

विकसित उद्योग सुगम व्यापार

• प्रदेश में निवेश को बढ़ावा देने के लिए नई औद्योगिक नीति, सीधे मुख्यमंत्री कार्यालय की निगरानी में उद्योगों के लिए सिंगल विंडो क्लीयरेंस विभाग, निवेश की राशि को तीन गुना बढ़ाने के लिए एक विशेष निवेश बोर्ड की स्थापना, प्रदेश में टेक्नोलॉजी और सर्विस सेक्टर को बढ़ावा देने के लिए 6 आई।टी। पार्कों की स्थापना, अंग्रेजी दवाओं की आवश्यकता एवं खपत को पूरा करने के लिए फार्मा पार्क की स्थापना, राष्ट्रीय राजमार्गों पर विशाल औद्योगिक पार्कों की स्थापना एवं निर्यात को बढ़ावा देने के लिए ड्राई पोर्ट की स्थापना की जाएगी। प्रदेश के हर जिले के स्थानीय व्यापारों को प्रोत्साहन दिया जाएगा। प्रदेश में व्यापारियों के हितों की रक्षा के लिए व्यापार कल्याण बोर्ड की स्थापना एवं व्यापारियों के विवादों को सुलझाने के लिए हर एक ज़िले में एक विशेष मध्यस्थता प्राधिकरण का गठन किया जाएगा।
• समर्पित ट्रेनों और फ्रेट कॉरिडोर के माध्यम से बुनकरों तथा उत्तर प्रदेश के अन्य पारंपरिक हस्तशिल्पों की बाजारों तक पहुँच सुनिश्चित की जाएगी। सरकार समर्थित लॉजिस्टिक्स के साथ एक ई-कॉमर्स पोर्टल की स्थापना एवं प्रदेश के 6 क्षेत्रों में से प्रत्येक में हस्तशिल्प केंद्र स्थापित करके पेशेवरों को विनिर्माण, अनुसंधान एवं बाजार की समझ की आधुनिक तकनीकों में प्रशिक्षित किया जाएगा। लखनऊ में एक स्थायी प्रदर्शनी एवं निर्यात केंद्र को स्थापित कर, अन्य शहरों और कस्बों में स्थायी हाट स्थापित किये जाएंगे। अनुसूचित जाति एवं पिछड़ा समाज के लोगों को हस्तशिल्प और गृह उद्योग के व्यवसाय का प्रशिक्षण दिया जाएगा।

सशक्त नारी समान अधिकार

• प्रदेश के हर गरीब परिवार में बेटी के जन्म पर ₹50 हजार का विकास बॉण्ड दिया जाएगा। बेटी के कक्षा 6 में पहुँचने पर ₹3 हजार, कक्षा 8 में पहुँचने पर ₹5 हजार, कक्षा 10 में पहुँचने पर ₹7 हजार और कक्षा 12 में पहुँचने पर ₹8 हजार दिए जाएंगे। बेटी के 21 वर्ष की होने पर ₹2 लाख दिए जाएंगे।
• कन्याओं की शिक्षा सुनिश्चित करने के लिए बेटी बचाओ बेटी पढ़ाओ योजना लागू होगी और गरीब परिवारों में बेटी के जन्म लेने पर ₹5001 धनराशि गरीब कल्याण कार्ड के माध्यम से दी जाएगी। 
• अवंती बाई बटालियन, झलकारी बाई बटालियन और ऊदा देवी बटालियन के नाम से महिला सुरक्षा के लिए तीन नई महिला पुलिस बटालियनों की स्थापना की जाएगी। महिला उत्पीड़न के मामलों के लिए 1000 महिला अफसरों का विशेष जांच विभाग और 100 फ़ास्ट-ट्रैक कोर्ट स्थापित किये जाएंगे, प्रत्येक पुलिस थाने में पर्याप्त महिला पुलिसकर्मियों की संख्या, प्रदेश के हर जिले में 3 महिला पुलिस स्टेशन, हर कॉलेज के नज़दीकी पुलिस थाने में छात्राओं के साथ छेड़खानी रोकने के लिए एंटी-रोमियो दल और गाँव की महिलाओं के लिए सार्वजनिक शौचालय बनाये जाएंगे। 
• आंगनबाड़ी सहायिकाओं के मानदेय को बढाकर ₹2500, मिनी आंगनबाड़ी कार्यकत्रियों के मानदेय को बढाकर ₹3500 और आंगनबाड़ी कार्यकत्रियों के मानदेय को बढाकर ₹4500 कर दिया जाएगा और आशा बहुओं के मानदेय में समिति गठित कर उचित बढ़ोतरी की जाएगी।

स्वस्थ हो हर घर-परिवार

• 108 एम्बुलेंस सेवा का विस्तार और सुधार करके कॉल करने के 15 मिनट के भीतर आधुनिक एम्बुलेंस दूर दराज के इलाकों तक पहुँचाई जाएगी। हर गाँव में आधुनिक सुविधा से लैस प्राथमिक उप-स्वास्थ्य केंद्र, हर ब्लॉक में जेनेरिक दवा देने वाले दवाखाने, प्रदेश में 25 नए मेडिकल कॉलेज एवं सुपर-स्पेशलिटी अस्पताल, प्रदेश के 6 क्षेत्रों में 1 AIIMS स्तर का संस्थान एवं सभी अस्पतालों में प्रसव कक्ष को अत्याधुनिक बनाया जाएगा। 
• अगले 5 साल में प्रदेश को ‘कुपोषण मुक्त’ बनाया जाएगा एवं योग, आयुर्वेद, होम्योपथी, नेचुरोपैथी तथा अन्य प्रचलित भारतीय चिकित्सा पद्यतियों को प्रोत्साहन दिया जाएगा।

महत्वपूर्ण मुद्दों पर हमारा संकल्प

It is clearly evident from above that he chose good timing muhurata. However the lagna at the time of Oath ceremony was not a sthir (fixed) lagna but chara (moveable lagna) therefore there will be stability issues with his govt.

Chandra is in Jayestha nakshatra whose lord is Mercury and in 9th Bhav. This means that mind will be occupied with matters related with Dharma Bhav such as Universities , Temples, higher learning , Priests etc. The BJP manifesto clearly contains this agenda. However Mercury (nakshatra lord) is debilitated and its dispositor Jupiter is also in marana karak sthana. 4th Lord  is Shukra and it is exalted in 9th Bhav of Dharma. Therefore agenda relating to women, education of women

Shani is in 6th Bhav showing that Judgements (shani) will be passed for the wrong doings. There will be strict environment in courts (6th Bhav) . Shani is looking at 8th Bhav (crimes) therefore there will be sever punishment (6th Bhav shani) for the crimes and wrong doings.

The 9th Bhav of Dharma has Surya. Therefore lot of temples will be made in UP.  Surya , Shukra and Budha in 9th Bhav shows lot of private (shukra) , Govt (Surya) educational (9th Bhav) institutions will be opened and education sector will get lot of boost. Mercury shows students (Shishya) , Information Technology , Printing , playgrounds etc. The lok kalyan manifesto of the Govt shows confirms this. It says .......

- laptops will be given without any bias
- all students scoring above will get free education till graduation.

The above are clear the outcome of mercury in 9th Bhav.  Guru is aspecting its own Bhav from 3rd Bhav . Hence higher education will get the boost.


7th Bhav shows opposition  and Shani is lording 7th Bhav.  It is also lording 8th Bhav which shows that opposition will also engage in crimes but shanis position in 6th shows that opposition will be under tremendous mental tension (6th Bhav) . Further 7th lord in 6th shows divorce or loss of negotiation/ agreements. This means that BJP govt will not negotiate (7th Bhav lord) with opposition or will agree to any of their view points of the opposition parties.

6th Lord is Jupiter and it is in marana karak sthana. It is aspecting 7th , 9th and 11th Bhav.. Therefore there will be clash / disputes with students (mercury), opposition parties (7th Bhav). Jupiter drishti to 11th Bhav will boost income of the state as Jupiter is karaka for 11th Bhav and its aspect from 3rd is good for state income.

Mercury is ruling 12th and  3rd Bhav and is in 9th Bhav. This shows that government will spend lot of money on communication of its planned activities . Presence of mercury in dharma bhav shows expenses relating to promotion of temples, teachers , priesthood acitivties and educational insitutions of higher learning.


11th Lord Shukra is exalted in 9th showing that Income of the state Govt will get boost. Shukra being the 4th Lord and in 9th Bhav shows raja yoga for this govt . Hence if women based agenda is pursued in the state then it will be very lucky for the Government. Issues of women safety , women education, education of small  girl child  shall be very lucky for the UP Govt.


 Rahu (8th lord of scam and crimes) is in 2nd bhav (wealth / Govt Treasuries) and its aspect on 8th Bhav shows that some sudden  scam related to Govt Wealth will take place and will come to light due to which  spiritual people will get a bad name because Ketu is in 8th Bhav.

Transit of Shani and Rahu - 2017 (Jail, shocks ,marital problems, stress, confusion)

I got a call from one of my close colleagues who is going through severe marital distress. His spouse filed a criminal case few weeks back on Domestic violence (after 10 years of being in marriage) and yesterday his bail got rejected by court despite the fact that there was tons of evidence given to Session court Judge to substantiate that it is a false case. She was demanding her share in property. 

The boy is Simha lagna (not chandra lagna as simha)  and Girl is Makar lagna with shani in 7th Bhav in their natal charts. 

When I looked at the natal chart of boy, the chart is smashed in terms of marriage as Venus is conjoining mangal and surya in 2nd Bhav (longevity of marriage Bhav). However his chart doesnt have any bandhana Yoga so jail possibility is ruled out in natal chart.

Another known colleague of mine who is also a simha lagna person also called up as his wife also landed in court after 12 years of marriage and is asking for divorce. He is having sleepless nights and lot of anxiety and he is getting angry despite the fact that he is not a personality like that and is of very Jovial nature.

Why is this happening.??

I opened first person Birth chart and checked the Transits. I found that Rahu was in his natal lagna and shani was retrograde in Scorpio in 4th Bhav and hence it will have drishti on natal lagna. This is a very very malefic combination because shani is lord of 6th Bhav and 7th Bhav for simha lagna. It is highly trouble some for simha because he  has natural enemity with surya unless it is Temporal friendship.

Rahu, a graha which eclipses surya is also dire enemy and  the 7th co lord Lord (for 7th Bhav the Rashi is Kumbha) for simha lagna. Being  in simha rashi as on date, Rahu is in lagna of these poeple and hence creating this trouble. 

Shani is in 4th Bhav and hence the matter is relating to Home and property and has 10th drishti on rahu from 4th . Shani is 6th lord of disputes and 7th lord of wife Bhav. The 7th Bhav is also his mooltrikona. Hence this combination will create lot of trouble for simha lagna people. 

As on date, Rahu being in lagna, there is a danger to reputation and may be  maligning his image also. Simha lagna people should stay away from people born in rahu nakshatra.

When will this malefic effect will be over.??

shani will be moving to 5th Bhav on dhanu once its retrogression is over. Hence this combination will be broken shortly on 25th August 2017 at 17:39 when shani becomes direct .

On 21st August 2017, Rahu will move to Karka rashi which is 12th rashi from simha lagna. Hence there will be some respite and with Jupiter .For Leos, Rahu will enter their 12th house and this will lead to increase in expenses. There may be sudden journeys or travel plans that can lead to financial issues.

My observations are as follows:

5th Lord and 9th Lord make the profession unstable. In your Birth chart 5th lord is Saturn (Shani) and 9th Lord is venus (Shukra). Both these planets are looking at your 10th Bhav (career). This is the reason of your unstable career. Shani is in marana karak sthana and lord of your house of service. It is very weak, Further shani is placed 8th from its natural Bhav which makes it further problematic. You are currently under shani mahadasha which will run upto 2020 post which Mercury mahadasha is starting. Post 2020 your career will move up.

What is Shadbala

 

As the name suggests Shadbala means six fold strength. Although these strengths are combined used for finding the effect of planets on the lives of the natives, there is more use of the strengths and we get the clue of those uses from their names.
